<p>The Carroll County Area YMCA will be releasing program guides Friday May 17th detailing all the available options for June &#8211; August.  Those will be presented at the Carroll County Memorial Hospital community open house and BBQ from 11 a.m. - 1:30 p.m. on May 17th.  Program guides will also be available at the Carroll County Area YMCA office across from Sonic in Carrollton and at their website <a href="http://www.carrollcountyareaymca.org" target="_blank">www.carrollcountyareaymca.org</a></p>
<p>Another big announcement for the YMCA involves a membership drive starting June 1st.  Members will be able to use the workout facilities at Carroll County Memorial Hospital, plus they will have full access to the YMCA locations in Chillicothe and Brookfield.  Pricing for the new Carroll County Area YMCA memberships will be released in their program guides.</p>

			<content:encoded><![CDATA[<p>JEFFERSON CITY, Mo. (AP) — Missouri lawmakers have until the end of the week to finalize the state&#8217;s $25 billion operating budget. The formal talks begin today as the House and Senate try to hammer out an agreement on the spending plan that will take effect July 1st.</p>
<p>JEFFERSON CITY, Mo. (AP) — Missouri school officials are challenging the summary and cost estimate of a proposed constitutional amendment that could head to voters in 2014. Supporters are collecting signatures to have the measure put on the ballot. It would prohibit new contracts that are longer than three years for staff members who are certified to teach in Missouri.</p>
<p>ST. LOUIS (AP) — The head of St. Louis University shocked supporters and critics this weekend when he said he would retire as president of the school. Reverend Lawrence Biondi made the announcement during a $1,000-a-seat gala, but hasn&#8217;t set a specific date for his departure. His decision comes after months of campus strife that included no-confidence votes by faculty and students.</p>
<p>COLUMBIA, Mo. (AP) — A Missouri father and his son are walking across the state to hold meetings aimed at increasing mental health awareness. Mark Norwine and his son, Eric, are making a more than two-week journey throughout the state. Both have been diagnosed with bipolar disorder.</p>
<p>JEFFERSON CITY, Mo. (AP) — Missouri lawmakers are hoping to reinstate local taxes on vehicles bought from out-of-state dealers or through person-to-person sales. Two weeks remain for legislators to send Governor Jay Nixon a revision of the bill he twice has vetoed. The latest legislation would let local voters opt out within two years.</p>
<p>KANSAS CITY, Mo. (AP) — After 20 years of federal oversight, the Kansas City Housing Authority is now under local control. U.S. District Judge Dean Whipple issued an order last week saying he will continue to monitor the authority for one year, but it will no longer be under federal control. Whipple took over control of the authority in 1993 after a lawsuit complained about its financial mismanagement and political meddling.</p>
<p>ARNOLD, Mo. (AP) — Water rescue crews pulled six people from river waters in eastern Missouri over the weekend. Three men who were fishing yesterday in the Meramec River near Arnold had to be rescued when their canoe capsized. Three other people were rescued Saturday near Desoto after they drove into water that was covering a road.</p>
<p>JOPLIN, Mo. (AP) — Joplin is preparing to mark the second anniversary of a tornado that killed 161 people and injured hundreds more. The twister hit the southwestern Missouri city on May 22, 2011, destroying thousands of homes and businesses. On that date this year, Joplin officials say tents will be set up in Cunningham Park to highlight efforts to restore various elements of the community.</p>

<p>JEFFERSON CITY, Mo. (AP) &#8211; Debate has stalled in the Missouri Senate over legislation that would reinstate a limit on certain damages in medical malpractice lawsuits. The state Supreme Court struck down the previous cap. Missouri senators debated the legislation for about eight hours but did not come to a vote.</p>
<p>ST. LOUIS (AP) — A 32-year-old St. Louis high school teacher is in custody after authorities say he had sexual contact with an underage student. David Marler is being held on $250,000 cash bail after being charged with 11 felony counts, including second-degree statutory sodomy.</p>
<p>ST. LOUIS (AP) — The St. Louis ATF office is getting its first explosives-sniffing dog. The 15-month-old chocolate lab named Andi was raised by prison inmates through the program Puppies Behind Bars.</p>
<p>OMAHA, Neb. (AP) — A monthly economic survey index forecasts improving economic growth for the Midwest and Plains states. The report from Creighton University includes data from Missouri and eight other states.</p>
<p>KANSAS CITY, Mo. (AP) — Kansas City police are searching for a man who shot and killed a couple as their two children sat in a nearby vehicle. Authorities say 25-year-olds Qwentelia Vanzant and Jaron Syrus, both of Blue Springs, were shot to death Monday night in the parking lot of a convenience store. A 3-year-old boy and 7-year-old girl were inside the vehicle during the shooting.</p>
<p>JEFFERSON CITY, Mo. (AP) &#8211; The Missouri House has given first-round approval to a tax credit for gun manufacturers. The tax incentive would expire in six years and be capped at $3 million annually. Sponsoring Republican Representative Bill White says the credit will attract gun manufacturers looking to move from states that have passed strict gun control measures.</p>
<p>KANSAS CITY, Mo. (AP) &#8211; A suburban Kansas City soccer coach has been indicted by a federal grand jury on charges of attempting to produce child pornography. Joel White of Lee&#8217;s Summit is accused of trying to secretly film children as they changed clothing at his home. Authorities say they found images of naked minors on his camera.</p>
<p>KANSAS CITY, Mo. (AP) — A Kansas City attorney once convicted of killing his law partner has regained his law license. The Missouri Supreme Court announced yesterday that it&#8217;s reinstated the license of Richard Buchli II. He was convicted of killing Richard Armitage in 2002, but a court set aside the conviction in 2007 after finding evidence was withheld at his trial.</p>

<p>JEFFERSON CITY, Mo. (AP) — A new audit is taking issue with the way Missouri Governor Jay Nixon billed aircraft flights to the State Emergency Management Agency. State Auditor Tom Schweich (shwyk) says SEMA paid about $55,000 for Nixon to fly to disaster sites and promote recovery efforts. The audit says there&#8217;s no record of SEMA personnel accompanying him on any of the flights.</p>
<p>ST. LOUIS (AP) — A former Southeast Missouri State University women&#8217;s basketball coach is facing charges for a multi-state car theft conspiracy. William Smith is one of 21 people who were charged last week in the auto theft conspiracy.</p>
<p>WASHINGTON (AP) &#8211; Missouri&#8217;s two U.S. senators want the Pentagon to reconsider a proposed troop realignment that could reduce the number of soldiers stationed at Fort Leonard Wood in south-central Missouri by nearly 4,000.</p>
<p>SPRINGFIELD, Mo. (AP) — Former game show host Bob Barker is donating several of his awards to Drury University. Barker is an alum of the Springfield school and got his started in local radio while he was a student.</p>
<p>JEFFERSON CITY, Mo. (AP) &#8211; A federal investigator with the Social Security Administration plans to testify before a Missouri Senate committee looking into the disclosure of a list of concealed gun permit holders. The Missouri State Highway Patrol acknowledged recently that it had twice obtained a list of Missouri concealed gun permit holders and provided it to the Social Security Administration for a potential investigation into fraudulent claims for disability benefits.</p>
<p>SIKESTON, Mo. (AP) — One man is dead and five other people injured after a man apparently became angry at a family gathering in southeast Missouri and drove into a crowd. The incident happened Sunday at a home in Sikeston. Police say the injured included two 3-year-olds and a 4-year-old, along with two adults.</p>
<p>WENTZVILLE, Mo. (AP) — Authorities say a St. Louis-area teenager told police he led them on a lengthy chase because he didn&#8217;t want to miss prom. Nineteen-year-old Daniel Buck of O&#8217;Fallon is charged with felony resisting arrest following Friday&#8217;s chase in Wentzville. Buck also allegedly told police he fled because he was driving with a revoked license and nine warrants for failure to appear on various charges.</p>
<p>ST. LOUIS (AP) — Two St. Louis neighborhoods are ranked by a website as among the most dangerous in the nation. NeighborhoodScout.com compiled rankings based on FBI crime data. The Fountain Park neighborhood ranked 12th on the list, and the Columbus Square neighborhood ranked 22nd.</p>
<p>SPRINGFIELD, Mo. (AP) — Evangel University in Springfield will confer degrees on a record number of graduates this Friday. The school says 552 students will graduate, breaking the previous record of 494 set in 2009. Major General Cecil Richardson, who recently retired as U.S. Air Force chief of chaplains, will be the commencement speaker.</p>
