Bernier says Highway 13 serves as a north-south route that avoids the congested Kansas City area. The commission is currently working to have a 30-mile section between Richmond and Hamilton renamed as a principal arterial. This would mean increased maintenance. The coalition has been working on it for four months and has not yet submitted the application.
