Burton-Hartzell says it is done in recognition of the Emancipation Proclamation’s signing.  The parade gets underway at 10:00 a.m. at the Higginsville Fairgrounds.  This year’s theme is Freedom For All.  All past, present, and future members of the service can participate.  For more information, contact Burton-Hartzell at [email protected].
