A Plattsburg, New York resident is facing charges in Saline County. Troopers arrested Joshua West, 19, shortly before 1:00 Tuesday afternoon. He is facing one felony count of possession of a controlled substance and one misdemeanor count of possession of marijuana.
West was released pending the filing of formal charges.
