JEFFERSON CITY (AP) – President Barack Obama has signed an emergency declaration for Missouri after the severe winter storm that buried much of the state in snow. The declaration applies to all 114 counties and the city of St. Louis. It allows the U.S. Department of Homeland Security and Federal Emergency Management Agency to coordinate disaster relief. Gov. Jay Nixon had requested the declaration Wednesday to help the state and local governments recover some costs of responding to the storm. The president signed it Thursday. The storm started Monday with freezing rain, which gave way Tuesday to heavy snow and blizzard conditions for nearly all of the state.
