A St. Joseph man was arrested by the Highway Patrol in Dekalb County for drugs after being stopped for speeding. According to the arrest report, Mark A. Scroggins, 49, was stopped for allegedly driving 83 in a 60 mph zone. The trooper alleges that Scroggins was in felony possession of a controlled substance-marijuana. Scroggins was transported to the Daviess-Dekalb Regional Jail and placed on a 24 hour hold.
